If you're reading this message, it's probably because my servers rejected your email, because your email came to my servers through address space at CI Host belonging to ``propagation.net,'' whatever that is.
I've never received anything but spam from there, and as far as I know they are a pure spam house, with no legitimate customers.
If 1% of the 24 million businesses in the United States sent you a spam once a year, your email would be unusable. It would not matter at all if they had "opt-out" provisions.
To prevent the email system as we know it from being destroyed, responsible Internet access providers do not allow spamming. "Opt-out" is irrelevant.
